At the end of 2005, MAPAQ announced that it intended to entrust producer organizations with more responsibility for bovine genetic improvement services.
In 2006, to ensure the success of this approach, a feasibility study was conducted and included extensive consultations with stakeholders. This study recommended the creation of a cattle production centre of expertise, not only to improve the Programme d'analyse des troupeaux de boucherie du Québec (PATBQ), Quebec's beef cattle herd analysis program, and manage the genetic evaluation stations, but also to provide timely information and advice to producers on all herd-management (e.g., health, feed) and production-related issues.
A multipartite committee, coordinated by the Federation, was established in 2007. This committee's mandate was to confirm the centre's mission and role, specify its set-up, support the consultants responsible for designing its administrative, legal and financial structure and promotion, and propose a strategic plan for the initial years of operation.
This committee's work led to a common vision of the mission, budget and administrative structure of the future centre of expertise. Adequately informing and advising feeder calf producers is the Centre's objective. By providing information, analysis and advises producers would improve their business decisions. The main obstacle towards the centre's creation remains its financing. Discussions between concerned organizations and MAPAQ are still underway to identify financial means.
